Introduction of market principles into the real estate management has made it necessary to perform market valuation. Since that time, we have been observing the development of valuation methodology aimed at the best possible approximation of the received result to the market value, understood as the most likely price possible to be obtained on the real estate market [Real Property Management Act 1997]. In case of unimproved real estates, the most frequently used valuation methods are those belonging to the comparative approach, where the property value is calculated on the basis of transaction prices reported on the local real estate market. The condition of accurate application of the comparative approach in practice is the existence of the stable and developed real estate market. Owing to this, it is possible to collect a suitable number of data in order to indicate price-related attributes and determine the scope of their influence upon price differences. The construction and development of the transportation network is decisive for the economic development of a given country. Despite successive investments in this range, there are still not enough favourable solutions to the road network and international links in Poland, which is a serious economic barrier. Apart from financial resources necessary for the extension of the transportation network, also legislative changes aimed at improving the process of obtaining lands for this purpose, obtaining investment decisions and determining the legitimate compensa-tion for lands taken over for public roads are necessary. In recent years, we have observed considerable changes in the Polish law which are supposed to bring the partial execution of the above theses. These changes mainly relate to the simplifi-cation of the procedures of obtaining lands, in this way having a significant influ-ence on the shortening of the investment process. Each investment, regardless of the size and kind, causes changes in its en-vironment. Some of them are perceived as negative changes, e.g. location of an industrial plant in the vicinity of residential estates, while others have an immense positive influence on the surroundings, which affects price levels and the activity of the local real property market in consequence. It is known that the construction and development of the transportation network is decisive for the economic development of a given region or even country. This paper involved research leading to the verification of the above theses. The village of Świniarsko in the municipality of Chełmiec was chosen as an area for research. In July 2008, the construction of the ring road in Stary Sącz and the bridge on the Dunajec river were completed. The Special Economic Zone is a separate area with preferential terms for launching and operating national and foreign businesses. Entrepreneurs pursuing their business in these areas access a range of allowances and exemptions aimed at attracting investors' capital. Today, the territory of Poland includes 14 Special Economic Zones, all of them substantially contributing to the economic growth of their regions, mostly by developing the assets in place and tapping into unused natural resources with particular consideration of sustainability criteria. The lo-cation of Special Economic Zones also brings measurable benefits to local communities in the form of new jobs being created, improved competitiveness of goods and services, and infrastructural development. As facilities such as industrial plants, office venues and storehouses become inadequate, it is necessary to procure land to develop new facilities. The official databases that collect spatial data sets, should contain the sets of metadata used to describe them. The main element of the set of metadata are the features describing of the quality and validity of spatial data. The paper proposes a method for evaluating the quality of databases of spatial registration of utility infrastructure (GESUT) based on four criteria: positional accuracy, completeness, timeliness and logical consistency. The quality of property data of positional accuracy is calculated based on the attribute of source (specified for each type of test object of GESUT). Completeness of data was calculated on the basis of GESUT objects that exist on the digital basic map, and did not registered them in a GESUT. Timeliness of data was determined by analysis of time to waiting for the inserting to database geodetic measurements. Logical consistency was assessed by analyzing of level conflicting relationships in the data. The evaluation results for the various properties are described by the value of a point on a scale from 1 to 100. Overall evaluation of the quality of the data bases GESUT was performed by calculating the two estimators: the value of average absolute and factor of medium volatility. ...
Since the beginning of the 1990's the development of computer technologies has allowed geo-information resources to be presented on-line on the Internet. District geoportals are one of interesting sources of spatial data in Poland . The aim of the study was to check the quality of the districts Internet geoportals operation throughout the country and evaluation of the selected range of accessible spatial data. The study included 32 randomly selected districts for which information resources were evaluated in three categories: clarity, interactivity and accessibility of data. The article presents the method of switching from 2D cadastre to 3D + time systems using available IT tools, based on the existing official geospatial data registers. For more than twenty years in Poland, the official registers of information about land structures have been modernised. This modernisation includes the securing and protecting the rights to real properties, increasing the effectiveness of databases, increasing the data quality, as well as improving the effectiveness of land planning and management. Advanced CAD technologies enable the development of Digital Terrain Model (DTM) and, at a further stage, visualisation of surface objects, such as borders of land parcels or outlines of buildings, in 3D space. Modern relational databases and CAD tools also enable the reconstruction of the state of real property of any point of time.

The valuation process which results market value of real estate is based on the data involving both transaction prices and characteristics of a given transaction object. Features characterizing real estate, affect on variability of prices and in this case their accuracy directly influence on the result of valuation. The description of the transaction object in the notarial deed mainly involves the legal status of real estate while its physical features are usually omitted. This information can be supplemented on the basis of the collections of data contained in real estate cadastre, reconnaissance, data collections included in surveying documentation centres or information possessed by departments of architecture and civil engineering of municipality offices. However, such supplementation is timeconsuming and costly. The active databases presented in this paper can be used in the valuation process as a source of information on real estate being the object of transactions, which will considerably improve the quality and accuracy of the obtained valuation result. ...
The market of agricultural estates is the leading segment in the real estate market in the Krakow district in terms of activity. There are two groups of investors active in this segment. The former group are the investors purchasing lands in order to run agricultural activity thereon. The latter group involves investors who see opportunities of locating capital in relatively cheap agricultural lands. Various objectives of the investors often cause considerable differences in prices which cannot be explained. Therefore, when analyzing the market of land estates of this nature the transactions related to the purchase of lands for purposes not related toagricultural activity must be singled out. Land and buildings registry, according to the current rules in Poland, acts as a real estate cadastre. As a public register, is subjected to the current and periodic modernization. The aim of the modernization is to improve the quality of the collected data. The most satisfactory results in the process of modernization are obtained on the basis of geodetic field measurements. Photogrammetric measurements are a more economical solution, but their use carries a risk of failure in meeting the criteria of accuracy positions of border points. This paper represents a case study on the effects of the process of modernization of the land and building registry for areas where the source material are registry maps in the scale of 1: 2000, created on the basis of photomaps, or cadastral maps in the scale of 1: 2880. This article is the continuation of issues tackled in [Mika, Siejka 2012], devoted to the examination of dependences between the difference in the cadastral and recorded space and its value determined on the basis of average transaction prices based on the example of selected cadastral units of the city of Krakow (Krowodrza, Nowa Huta). In this case, the discussed units are Podgórze and Śródmieście. The paper presents relations between the difference in the space of a given plot and the difference in the value of the same plot. Percentage differences in the spaces of plots adopted in synchronisation lists seem unjustified with reference to the values of the plots in question, according to the criterion of equivalence used so far. In practice, arbitrarily adopted criteria of equivalence of the systems are used, yet there are ambiguities as to the legal and technical origin of these criteria. The subject of the elaboration is an analysis of cadastral data in the graphic part of the cadaster register of land and buildings (EGiB) in the Strzyżów district. The study area includes five register units (communes): Strzyżów, Frysztak, Niebylec, Czudec, Cherry. In total, this represents a 63 cadastral precincts. The study includes cadastral maps located in the resources of the District Documentation Centre of Geodesy and Cartography in Strzyżów. The study was performed basing on the classification of cartographic materials made available for work (Markowska, 2013) in the form of (analog, digital, numeric maps) and scale, date and technique of realisation.The main objective of this paper is to examine the degree of utilization of cadastral maps in EGiB in the abovementioned area in the surveying works. In addition, the paper evaluates the level of modernization and digitization resource EGiB, in order to verify the objectives of the LPIS project carried out by ARiMR. An additional aspect of the paper is to compare the results with the data for the voivodship of Malopolska, in the context of the same belonging history of these regions to the lands of the former Austrian annexed territory.

The article presents the problem of inconsistencies of the lande borders under flowing waters and the shoreline of the river. It presents data register, containing information on the plots under the waters. These include the following databases: cadastral, topographic and administrative. Measurements of the course of the shoreline of one of the mountainous rivers showed large discrepancies between borders of land under the waters and the shoreline of the river. Changes in time and space of the shoreline of the river were determined on the basis of the long term cyclical location and height measurements. The paper aims to show the need of updating cadastral databases related to the borders of land under the flowing waters due to the change of the course of the rivers shoreline. Do cadastral maps always faithfully reflect the course of the border line of this type of objects? How often should they be updated?
