The aim of this paper is to present issues related to the development of wind energy in the province of Lower Silesia. The first part of the paper based on the source materials presents conditions for the development of wind energy. Only 25% of the province area is an area of the lowest conflicting potential. In Lower Silesia, there is only one wind turbine, but the economic factors increase the inter-est in these investments. In order to designate areas for the location of wind farms many municipalities in the Lower Silesia began in recent years to create the spa-tial development plans or to change them. The study shows the involvement of the investment process based on selected municipalities of this province. The basis for the sustainable development of wind energy should be well considered spatial management. Location decisions must be preceded by a deep analysis of natural, social and landscape conditions. Such process may limits the formation of invest-ment conflicts. ...
The primary function of rural areas is their use in agricultural production. Currently, according to the balanced development of rural areas, one needs to tend to make those areas more attractive, create new jobs, create new sources of income for the rural population and to improve rural spatial planning. The agricultural production is extremely important in the areas of outstanding natural beauty. The management on protected areas can contribute to the protection of valuable qualities from excessive investment process. It must be conducted in accordance with legal requirements for environmental protection. The purpose of the research was to analyze the changes in agriculture in the context of rural area development. The communities within the Barycz Valley Landscape Park boundaries were selected for analysis. Farmlands occupy more than 60% of the area of Poland. However due to the country's economic development and changing social needs it occurs more frequently their exclusion from the agricultural manner of use. According to the strategic assumptions of the rural development, the rural areas should form an attractive place for work, living, leisure and conducting of agricultural or non-agricultural activities. Exclusion of the agricultural land from production means a reduction of resources of land, which is the basic fixed asset in agricultural production; therefore, it is especially important the rational management of land, taking into account the necessity to protect agricultural land.The aim of the research is to analyze the transformation of agricultural lands, which took place over the years in the selected communes of Lower Silesia. Due to the special processes which are taking place in Poland in suburban areas, selected, the communes selected for the analyses are: Wisznia Mała and Kobierzyce directly bordering Wroclaw. Space rural areas are subject to changes, which are conditioned by various factors, both those of an environmental nature, and those being the consequence of human activity.The study analyzed the need for: land reclamation, land consolidation, modernization and construction of roads of agricultural transport, reclamation and development of fallow land for all districts in the commune of Trzebnica (Dolnośląskie Voivodeship). It has been determined, for which villages in the commune there is a need to perform at least three of the selected rural management works. In 2015, in another amendment to the Act on Spatial Planning and Development a provision was introduced about the need to perform balancing of the area for development. One of the balancing components is to estimate the capacity of two types of areas: the first are characterized by a fully developed compact functional and spatial structure, whereas the second are intended for development in local plans. Capacity is understood as the ability to locate new buildings in these areas. Such approach brings down the discussed aspect to the local scale. The article proposes an innovative approach to the capacity problem of sub-regional areas, i.e. functional areas of urban regional centres. The thesis was adopted that effective management of these areas'development imposes the presentation of capacity problems in a supra-local scale. The purpose of the study is to present the method (based on the set of indicators) used to construct the initial characteristics of municipalities included in the functional area, as a basis for estimating the capacity of particular areas. In accordance with the integrated territorial approach, the urban functional areas of regionalcentres require a coherent, comprehensive and coordinated development policy. Currently, there are neither legal nor organizational regulations in Poland solving the problem of multi-level management. In such situation the coordinating role can be attributed to spatial planning in both regional and sub-regional scale. One of its elements is the real capacity assessmentof the land planned for development.The article presents the method of analyses being the basis for estimating area capacity in the urban functional area of Wroclaw.The conducted analyses covered 25 rural and urban-rural municipalities, and as the reference areas the municipalities of Oława, Oleśnica and the core area i.e.Wrocław. It was adoptedthat the generally available statistical data will be used in the analyses and on this basis a set of indicators, divided into spatial, demographic and environmental criteria, was proposed. The scope of analyses covers the years 1995, 2005 and 2015.
