Merging lands and bartering them has become one of regular practices to achieve the right spatial and economic environment for agricultural production. European Union funds will made their resources available for merging and bartering practices, which will surely result in the increased number of projects related to agricultural land management in Poland.The presented paper has been aimed at preliminary rating of the municipalities in Malopolskie Voivodship area according to the necessity of introducing there land merging or bartering. The paper presents spatial development of the municipalities with a view to the required merging and bartering to be initiated. The research has revealed wide diversity over the concerned municipalities with regards to land merging or bartering of lands to be executed. The municipalities from latitudinal band (at the latitude of Krakow) running from west to east of the studied region exhibited the highest needs for the concerned land management arrangements. In the municipalities in Krakow proximity such practices were found highly required. The middle part of Malopolskie Voivodship represents the area of relatively small urgency for such works. It particularly presents the principles an investor should follow with regards to the area, where archaeological sites have been located. Moreover, it enumerates Polish institutions responsible for the protection of his-torical objects and their competences. The article presents mechanisms operating in Polish legal system aiming at protection of greenery (trees and bushes), in the areas other than forest grounds, on the basis of administrative law regulations. The paper focuses on the problems of tree (bush) removal permit, conditions of its obtainment, particular obligation imposed on the property owners and involving a payment resulting from this obli-gation and the exemptions from this duty. Moreover, the Authors addressed the is-sue of consequences of a lack of this permit, which assume a real shape in the ad-ministrative decision of the district authorities imposing a financial penalty. The article analyzed also the problem who should be the addressee of the administrative decision imposing a penalty for unlicensed tree (bushes) removal and to what available legal remedies such person is entitled. In conclusion it was stated that Polish legal system properly protects greenery and legal awareness of the citizens is high, the more so as, the information that removing trees (bushes) without a permit could have far-reaching consequences, the range of which in many cases may exceed financial possibilities of a person who undertook such activities, becomes a common knowledge. The aim of this article is to present the basic rules of protection and rational usage of lands in Poland and Ukraine, and to point out the differences and similarities in this issue. In the summary concerning this problem the authors said, that the average quality of agricultural lands varies in both countries. When we take into consideration the soil quality, in Ukraine the soil is much better than in Poland. Besides, the agrarian structure is different in both countries. In Ukraine there is a large number of big farms with big farmlands, often used as crop fields. In the Polish structure of farmlands most of the farms are private (individual). This difference has an impact on the strategy of environmental protection and land usage there. In Ukraine the protection is based on large farmlands, their proper shape and area, the level of tillage, to avoid the danger of soil erosion. In Poland the most important is protecting the best lands, according to their quality. The issue of socio-economic development is a phenomenon with a complex analysis. It is associated with both the economic aspect, demographic and natural. The development is directly related to the increase in investment, with interest tourism, the development of technical and social infrastructure. It cannot be forget the human capital. The outflow causes a decline in socio-economic development. Social and economic changes after 1990 were the direct cause of the reorganization of the spatial structure of the country and regional links. Province called "Eastern wall" are seen as agricultural areas, less developed. Question remains whether to attempt to inhibit the unfavorable processes in less developed areas (agricultural), to support them and strive for their development, or support these areas, which themselves already have development potential. The article presents an analysis and assessment of the environmental effects arising from the implementation of the municipality's spatial policy, including the consequences related to the adoption of the local development plan and urban planning of the municipality to the Natura 2000 area. In particular, the authors focused on how both zones cover each other. This was made with GIS tools in QGIS programme. On the other side, the article presents the estimation of ecological aspects of Natura 2000 localisation combined with the spatial local development plan arrangements. The estimation was made using SWOT analysis, which enables entirety and authentic analysis. There were defined four groups of features: strengths, weaknesses, opportunities and threats. All of the features were estimated with values. The SWOT analysis was adopted to estimate the ecological aspects which are to see as consequences of spatial policy in the commune level. This make possible to choose the most optimal strategy, to use by the commune to be noticed during the spatial policy process in case of ecological area localisation. ...
Real estate market in Poland is now being developed and therefore there is a need to create a database of real estate prices and trends of change of prices of different kinds of real estates. The aim of this work is the analysis and estimation of dynamics of purchase and sale transactions of real estates and building plots in 2000-2003 and evaluation of the effect of selected natural and economic factors on real estates prices. The research base was the real estate market of Niepołomice near Kraków. The analysis of 617 notarial deeds concerning purchase and sale of real estates and building plots in 2000 - 2003. Carried out research let form some conclusions. Firstly, analysis of transactions with reference to real estates and building plots from 2000 to 2003 showed that the number collapsed in 2001 and 2002 and increased in 2003. That was probably caused by the slump in Poland that time. Secondly, the trial of description of the effect of selected natural and economic conditions on the prices showed that hipsometric conditions, real estate shape and distance from the centre of delivery and sale.
