Methodical bases of family farm modernization

Described were IBMER (Institute for Buildings Mechanization and Electrificationof Agriculture (IBMER)) activities aimed at the development and verificationof research procedures used for the assessment of commercial family farmactivities and for evaluation of progress in their technological and ecological modernization.Current assessment of agricultural farm activities has been conducted usingan appropriate IBMER procedure [Wójcicki 2008], which comprises tables forparametric (numerical) description of commercial farm equipment and activitiesin 2008.Development family farm is modernized on the basis of the project of itsorganization and mechanization in the nearest 5-7 years (e.g. until 2015). Suchproject may be developed using new IBMER technological and balance sheet procedure(methods), which has been currently (2009) elaborated and verified.A comparison of the recent activities with the accepted organizational projectallows to determine the level of progress in the sphere of technical and ecologicalmodernization of the analysed farm and its infrastructure.Both research procedures contain a number of common methodical bases,the part of which was synthetically compiled in tables concerning the assessmentof modernization of a sample farm with farm area 40 ha AL, specializing in potato,milk and beef cattle production. ...

The agrotourist product illustrated by the example of rural areas

Transformation of Polish economy (started at the turn of the eighties and nineties of the 20th century) has changed many socio-economic conditions of the development of all regions in Poland. The various processes which were based on transformation of the previous structures created in the centrally-steered management system and on the development of new structures, are observed in many places in Poland. The state of sewage system economics in rural areas in Poland

Infrastructure is the basis of economic activities both in urban and in ruralareas. It is also one of main conditions for improving quality of life. Among itsmost important elements are: water delivery system, as well as sewage treatmentnetwork and sewage treatment plants. These devices should create one compositetechno-economical system. Non-integrated water delivery contributes to biggerwaste of water, and without connection to integrated sewage treatment systems, itcan be a serious threat to the environmentIn Poland, and in rural areas particularly, this situation is highly unsatisfactory.In 2007, share of population connected to water network in rural areas was73.3%, while for sewage network is was only 21.3%. In many communes, thisshare was even less than 10%. Agrotourist as a new quality for rural areas. The Świętokrzyskie Voivodship case

Since the half of the 1990's, the development of rural areas was directed into a multi-functional form. Apart from main agricultural functions, dominating in the central steering period, different forms of non-agriculture activity started to develop in rural areas. In new conceptions of rural areas development, of important meaning was tourism, including agrotourism. The main aim of this paper is an attempt to discuss the role of tourism in multi-functional development of rural areas, especially in the Świętokrzyskie voi-vodship. In the Świętokrzyskie voivodship, a considerable development of agrotourist farms, with that of cooperating institutions, like agrotourist associations, con-sultative teams and agrotourist chambers is recently observed. The agrotourism is very important function of this area. First agrotourist farms were organized in 1993. Most of them are small and are not profitable, thus most of their owners became part-time farmers. The income outside the agriculture can be for them just the agrotourism. At present the Świętokrzyskie voivodship is visited by many tourists from various part of Poland. Public-private partnership as a method of implementing technical infrastructure investments

There is a widespread and increasing interest in public-private partnership (PPP) in Poland as a mean of implementing public investment projects, resulting from the fact that the funds that are available to local governments, or EU funding, are not sufficient to meet all the investment needs. In the paper a comparative analysis of the size and structure of the public-private partnerships in the EU countries, with a particular focus on the Polish market is presented. Possibilities of investments based on public-private partnerships on rural areas are specified. Development of technical infrastructure in rural areas of Poland in the years 2003-2010

The subject of the article is the availability of technical infrastructure equipment in rural areas. Analysed were both the availability of technical infra-structure facilities and the tendencies of development in this area. Spatial analysis covered rural areas in Poland per provinces in the years 2003-2010. The studies comprised the following elements of infrastructure: water-pipe network, sewerage network, gas grid and road network, as well as individual and collective sewage treatment plants. For the sake of the article, which aims at the assessment of the level of technical infrastructure development in rural areas of Poland in spatial and time arrangement, the author applied methods of statistical multidimensional analysis using a construction of synthetic measure.The results of analysis obtained in the work greatly confirm commonly known situation of rural areas in Poland. However, it is worth noticing, that despite the intense investment activities undertaken by local self-governments and noticeable improvement in the technical infrastructure facilities availability, interregional differences are diminishing only slightly. On the basis of the joint assessment, in 2010 the highest level of the technical infrastructure facilities availability in rural areas was noted in the Małopolskie and the lowest in the Lubuskie province. ...

ASSESSMENT OF THE AGRICULTURAL ROAD NETWORK IN THE WOLA IDZIKOWSKA VILLAGE RESULTING FROM LAND CONSOLIDATION

Parameters of agricultural transport network are an important element that affects the operating costs of farms. The proper shape of the road network, suitable density and the quality (in particular the width of the roads and the type of their surface) should provide an opportune and efficient transport between home farm and some of the parcels. The article presents an evaluation of the agricultural road network in the village of Wola Idzikowska in the Fajsławice commune, which underwent land consolidation from 2004 to 2006. An inventory of the study area was conducted, and the following were determined: the distances between agricultural land and home farm, the road density index, the road extension index, and requiring different grades of the urgency of hardening roads' surface due to degradation of erosion were indicated. ANALYSIS OF RATE AND STRUCTURE OF WATER CONSUMPTION IN RURAL AREAS OF SELECTED COUNTIES OF THE KUYAVIAN-POMERANIAN VOIVODESHIP

Over recent years, the structure and rate of water consumption in Poland has exhibited significant changes. In urban areas has been observed a substantial decrease in water demand, whereas in rural areas the general trend has been the opposite. The aim of this work was to investigate the consequences of changes in area of water and sewage management in Bydgoski, Toruński and Włocławski counties, paying special attention to the rate and structure of water consumption. In this study were used data from the Central Statistical Office of Poland (GUS). The data included information concerning the length of waterworks system, and the rate and structure of water consumption in individual communes of the investigated counties. In 22 out of 28 examined units was recorded an increase of total and individual water consumption. Selected communes and rural areas have significant differences in rate and structure water consumption. EVALUATION OF CHANGES IN RURAL AREAS UNDER THE SELECTED MEASURES OF THE EUROPEAN UNION’S COMMON AGRICULTURAL POLICY

The current paper presents the results of evaluation of the influence of selected measures within Rural Development Programme (RDP), such as spatial development, afforestation, land consolidation, water management, village renewal and agri-environmental programmes on rural areas in Poland.The data used in the study cover the years 2004-2015, and were collected from the reports of Ministry of Agriculture and Rural Development, Polish Agency for Restructuring and Modernisation of Agriculture (ARMA), Polish Central Statistical Office (CSO), with special consideration given to normative acts concerning the Rural Development Plan 2007-2013 and 2014-2020, and the results of a study on different aspects of rural development conducted at the Institute of Soil Science and Plant Cultivation - State Research Institute in Puławy (IUNG-PIB). Our study clearly shows that aforementioned measures differ significantly in terms of the level of implementation in Poland. Thus, the spatial development operation, one of the most important activities in relation to the sustainable development of rural areas, has not been introduced in RDP as s separately task. AN ANALYSIS OF THE DEVELOPMENT OF TECHNICAL INFRASTRUCTURE IN THE SOUTH-EAST OF POLAND

In this paper was analyzed selected components of technical infrastructure functioning in rural areas of the Malopolska, Świętokrzyskie and Podkarpackie Voivodships. The level of equipping rural areas with specified infrastructure elements was evaluated in the form of density and availability of infrastructure components. The work has been specified the rate of change in the analyzed indicators. In each of the provinces was separated 4, homogeneous groups of municipalities due to the level of infrastructure and standard of living. The lack of consistency in the level of the dynamics of the development of infrastructure with the dynamics of the percentage of residents using the equipment was noted. A positive phenomenon is that the development of the sewage system in all three voivodships has a higher average rate than the average rate of the development of the water supply system. INNOVATIVENESS – DOES THE TERRITORIAL TYPOLOGY MATTERS?

National and regional strategies and policies on innovation have been prioritized and innovation is now core to most EU funds and strategies. However, regions are not (should not be) alike in terms of innovation and innovation policy. The development strategies based on innovativeness ideas must include specific local conditions. Effective actions and efforts, to create good environment for innovativeness must bring tangible results. The aim of the paper is comparison of innovativeness on different regions types according to territorial typology: rural, intermediate and urban. The research questions are: Does innovativeness depends on regional typology: urban-rural? Do remote, less developed rural areas have also low achievements (poor performance) in this regard? Innovation output is measured using its hard result, which is number of patent application per capita. To examine group differences according to the innovativeness, the Kruskal-Wallis test was conducted. The test statistic showed, that there is no statistically significant difference between patent applications on different regions types. ANALYSIS OF CHANGES IN LAND USE IN LUBELSKIE VOIVODESHIP IN THE PERIOD 2004-2013

The aim of the study is to analyse and compare the changes in land use in rural areas in the Lubelskie Voivodship at the time of implementation of the Rural Development Plan (RDP) during the period 2004-2006 and 2007-2013. The assessment of changes in land use was made based on aggregate voivodship lists of the land and building register covering the years 2004-2013. In detailed analyses the changes in the register area of particular lands in 20 districts. For the purpose of research presentation QGIS software was used, which allowed to present the changes in land use in the form of a cartogram.The research shows a decrease in the acreage of agricultural land and waste land at the time of implementation of the two programmes, at the expense of, among others, forests, wooded and bushy lands, urban and built-up lands, ecological lands and various land. The effect of financing activities related to the reduction of the human impact on the environment during the period 2007 - 2013 in Lubelskie Voivodship can be observed in the changes of ecological land acreage. THE ROLE OF TOURISM IN MULTIFUNCTIONAL DEVELOPMENT OF MOUNTAIN RURAL AREAS

The paper aims at demonstrating the importance of tourism meant as an activity and economic activity in the multifunctional development of mountain rural areas. Multifunctional development of mountain rural areas appears as a composition of other, nonfarm functions, connected with agriculture and its environment. Taking over nonfarm functions by rural areas, including tourist function, enables decreasing agrarian unemployment and, furthermore, the emigration of local population. Approximating living standards of rural communities and city dwellers is connected with modernizing and development of technical-economic and social infrastructure, which has a stimulating impact on the development of off-farm activities in rural areas, which in turn positively affects economic development and increases the number of new jobs. THE ROLE OF RENEWABLE ENERGY SOURCES IN AGRITOURIST ECONOMY

The study shows an analysis of renewable energy sources in terms of their use in agritourist farms. The conducted survey aimed at finding out whether it was the respondents' age, farm size or incomes obtained from different sources that had the biggest impact on decisions to invest in ecological energy media. An answer was provided to the question whether implementation of ecological energy systems was followed by significant reduction in agritourist activity costs.
