The paper discusses the role of cultural heritage objects in spatial planning and investment processes. It particularly presents the principles an investor should follow with regards to the area, where archaeological sites have been located. Moreover, it enumerates Polish institutions responsible for the protection of his-torical objects and their competences. The article also defines the role of spatial planning as an instrument of cultural heritage protection. Finally, it presents problems related to the protection of historical objects in the community of Michałowice located nearby the city of Krakow. ...
Local planning at the municipal level is done through the preparation of planning studies like study of conditions and directions of spatial management and local development plan. These documents form the basis for issuing the so-called location decisions: decision on building and land development and decision on location of a public investment. This work shows the planning situation in Krakow after a year 2003, which came into effect a new law on spatial planning and development. The paper analyzed the percentage of area covered by local plans, part of plans drawn up under the Act of 1994 and 2003, average cost of one hectare of plan preparation, statistics issued positive location decisions. The basis of the analysis consisted of data from the Central Statistical Office of Research PP-1 Spatial planning in the municipality carried out in 2004-2010. The paper outlines the history of village renewal in Thuringia, its up to date directions, institutions involved in the integrated development of rural areas and tasks to be realised, scale and effects. The highest cost is paid for revitalisation of road network, water melioration, and reconstruction of building structure. GIS is becoming more and more popular tool supporting real estate appraisal. An example of such system is BORISplus, operating in Germany. The system may be a model for similar solutions. It is transparent and available for both ordinary users and real estate appraisers.An important source of data necessary for real estate appraisal in Poland is the register of prices and values for real estates (RCiWN) so the project is based on RCiWN. The project was created in GeoMedia software, released by Intergraph. Data may be displayed on a map. Attribute and spatial queries may be created in order to analyse the data. Implementation of GIS to the register of prices and values for real estates may significantly improve real estate appraisal. ...
European Union area is particular for its enormous diversity and cultural heterogeneity, which are potentially the most significant development factors in the region. EU spatial development policies play an increasingly important role in all working areas. Even if the objectives related to most important political aspects are not directly related to spatial management, spatial issues are always kept in mind. By exerting impact on spatial structure, the European Union attempts at maintaining and strengthening regional diversity, which is important for the pro-tection of cultural landscapes.The article presents the European Spatial Development Perspective, whose main role is to ensure diversity within the European Union area, because none of the activities related to spatial or settlement structure should lead to local or re-gional homogeneity. The study presents the view on old gardens cultivated by the habitants of Małopolska's country In the Jura Krakowsko-Częstochowska area with the sur-rounding architecture. The paper presents environmental threats occurring in the community of Wieliczka (the Malopolska region) in the context of planning and programming provisions developed for that area. The environmental threats within the community and the town of Wieliczka include natural threats, such as floods and landslides; as well as anthropogenic threats, such as noise, electromagnetic field, air pollution, water contamination, waste and mining damages. The article also analyses existing planning and programming documents, that is the study of conditions and directions of spatial management, local spatial management plan, environment protection plan, waste management plan. Moreover, it presents results of field observations. The analysis concludes that local authorities realize the importance of all issues related to environment protection. The community is managed in accordance with the principles of sustainable development and environmental protection. Planning and programming documents specify how environmental threats should be prevented and taken into consideration in investment projects. As a results, the community limits, sometimes at pace which could be considered too slow, the unfavourable influence of environmental threats within its area. ...
Some terms applied in the practice of land management in Poland raise doubts of lexical and legal nature.The paper deals with such words as "rolny", "rolniczy" - both translated into English as "agricultural" and such terms as "grunt rolny", "użytek rolny" - in English "agricultural land", etc.The gist of the article is practically untranslatable into English.In conclusion the author proposes to obey strictly definitions contained in legal documents, which are substantially coherent, though bearing some semantic faults. ...
Current approaches to cultural landscapes are more and more often em-phasising that these landscapes should be protected not only because they embrace objects of historical and environmental value, but also due to their potential for local and regional development. Cultural landscapes have influence on tourism attractiveness. The paper presents examples of cultural landscapes in Poland and abroad that have been shaped to become tourist products supporting local and re-gional development. It particularly demonstrates the way rural space could be de-veloped to create tourist and recreation areas taking into consideration local cultural potential as well as possibilities of social and economic growth. What is particularly important in the development of tourist and recreation areas is active participation of local communities and possibilities of cooperation between many institutions.Space could be shaped based on local authenticity values and also in relation to environmental, cultural and social conditions. The number of transactions in the property market depends not only on the economic mechanisms, but also on personal, psychological factors. For this reason we should analyze financial data and the psychological aspect of the behavior of buyers. The survey was conducted to provide information on market participants and their preferences for apartments in Cracow.The aim of this study was to appoint the main group of buyers and to pro-vide information about factors that affect customers in the process of choosing a flat to buy. Among the interviewees the most popular were apartments in low blocks situated in already existing housing developments. Most frequent choice was small and medium-sized apartments. The most significant features of flats were price and localization.The information provided by opinion polls are unique and cannot be ob-tained from other sources of information, typical for the residential market, like: prices and market value register, transactions or offers. Carrying out syste-matic opinion polls focused on preferences of the customers may be an indispensible source of information for real estates' participants who are using descriptive information. The article focuses on social changes and economic transformations that occurred in the years 2000-2010 in the community of Michałowice. The first part presents an analysis of socio-economic changes in the studied area. This includes the discussion of demographic trends in Michalowice within the studied 10 years, because this was the period of continual growth of population density in villages of the Małopolskie region. Afterwards, the article presents a dynamic analysis of economic indices related to unemployment, population growth rate, economic load, demographic ageing and the dynamics of economic units in the researched area. The first part of the article also includes data on population structure, i.e. gender and economic age groups, in Michałowice. Population growth in this area is accompanied by intensified building developments. The study of this trend was based on the analysis of the number of building permits, total community area planned for building development and the number of new residential buildings. The second part of the paper evaluates the level of technical infrastructure in Michałowice compared to other communities in the Krakow district based on a comprehensive index analysis. ...
In order to define basic parameters of a water stream, it is necessary to de-termine the location of characteristic field points that influence local hydrological conditions. The papers presents the methodology for performing geodesical mea-surements that are necessary to obtain data about water state in rivers and river bed profiles. The comprehensive process includes the following stages: field mea-surements, which include highly-accurate and stabilized minor control points; de-tailed measurements of selected relief points and water mirror level; finally, calcu-lations and indispensable analysis performed outside the field. Accuracy parameters should be in line with requirements defined in relevant regulations, norms and geodesical instructions.Data obtained from measurements are used in the preliminary stage of hydrological analysis preparation. The paper presents the procedure of field data collection applied in hydrological works, which includes selection of measurement point, methods of exact determination of river bed profile and density of measurements along profile cross-sections. These tasks are less frequent in geodesical practice, yet they may be significant for the group performing the measurements and may help to develop own methodology for high-accuracy tasks. ...
