Creating conditions for developing rural areas by use of land consolidation – theoretical aspect

commercial family farms that are necessary for today’s Europe and a globalizing economy. To prevent such a situation, rural development projects and programmes are essential. Integrated rural development initiatives to enhance the quality of life must include improvements to agricultural production, employment, infrastructure, public facilities, housing and protection of natural resources. In order for such integrated rural development initiatives to increase the attractiveness of rural areas, they must be comprehensive, multidisciplinary and cross-sectoral. Land consolidation can be used here as an effective instrument to realize such plans and projects. The aim of this paper is to show the significance of lend consolidation in development of rural areas. The situation in rural areas is getting worse especially in the face of the access of our country to European structures. There is growing inequality between rural and urban areas. Much rural infrastructure has deteriorated considerably. Villages are becoming less attractive places in which to live. The most serious barrier in the development of extra-agricultural activity in rural areas is the poor level of the development of both technical and social infrastructure in the country. Increase in outlays on the development of technical infrastructure in the first half of the 1990s contributed in many regions of Poland to the development of comparatively new tourist service offered by individual farmers in their own farms, called agricultural tourism and rural tourism. Constructing budgets for local activity groups in Poland on an example of the budget of Orawa development association

Local activity groups are new organizations in the sphere of social life in Polish rural areas. They were initiated immediately after Poland's accession to the EU structures owing to Leader +" Pilot Programme in the framework of "Sectoral Operational Programme of restructuring and modernization of food sector and rural development". Its objective was inspiring activity of rural communities and involving them in creating and realization of local development strategies. Another impulse for self-organization of local communities into LAGs was a potential selection of Local Development strategy for realization (in the framework of Rural Development Programme 2007-2013 - axis IV Leader). These activities apparently mobilizing local communities show that creating certain instruments and encouragement through real possibilities of development mobilize rural com-munities for action. Comparative study of the administration structure and competence responsible for rural furnishing in Poland and Federal Republic of Germany

This article presents the results of the general comparison of the adminis-tration responsible for rural furnishing in Poland and Federal Republic of Ger-many. Author discusses the various institutions involved in the process of land consolidation in both countries, their tasks and interrelationships. In the second part of the article author compares the two systems. As a result of the analysis of the law on land exchange and consolidation and the federal law on rural furnishing can be observed significant differences between the competencies and structure of the administration responsible for rural furnishing in both countries.The main difference is the degree of concentration of powers. In Poland we have incomprehensible dispersion of powers between the Marshall of the Voivodeship (regional level), the Starosta (county level) and the Voivode (government representative in the region) and a host of other legal persons, which effectively complicates the implementation of land consolidation. CONCEPT OF THE MULTICRITERIA MODEL OF SPATIAL ANALYSES AS SUPPORT OF SPACE DEVELOPMENT IN RURAL AREAS

The land consolidation process is a measure transforming the spatial structure of rural areas in the countries of the European Union and Poland. It is a complex, extremely labour-consuming investment process preceded by a detailed inventory of the existing state, and analysis of objectives and tools as well as effects expected after its completion. It should constitute a component of sustainable and multifunctional development of rural areas, stimulating the development of functions fulfilled by such areas in the economic, social, and environmental aspect. Through changes in the ownership structure and land use, it permits designation of functional-spatial areas, therefore reducing potential spatial conflicts.
