Cadastral data as the basis for designing an rural-forest boundary

In terms of its territory and functions, forestry is related to rural areas and plays a major role, i.e. in agriculture. A significant proportion of low-value land which is currently used as farmland may be allocated to afforestation and, there-fore, its economic value may increase and forest resources may be expanded. This paper presents guidelines for designing an rural-forest boundary and the role of cadastral data in the selection of areas to be afforested. The data in the real estate cadastre allows for inventory control of the primary status of land and its productivity value, i.e. its value class. The record map which serves as the car-tographic basis for forest landscaping also plays an important role in designing the rural - forest boundary. ...

Real estate cadastre in crisis management

Crisis management involves actions which are aimed at preventing natural risks such as floods and landslides. Prevention consists of activities which are re-lated to modernization of existing flood banks or the construction of new hydraulic infrastructure. Stage of predicting the potential effects of hazards is a time of prep-aration of any security in the form of such databases necessary in the process of crisis management - e.g. landslides register. The aim of the study is to present the land registry in regard to extreme natural risks such as floods and landslides. Cadastral data plays an important role in crisis management, including actions related to prevention and preparation for crisis situations. This allows for spatial reconnaissance of areas threatened by flood or landslides with simultaneous analysis of its dominion and usage. ...

The importance of cadastral data quality in works conducted in rural areas

The spatial structure of rural areas is changed as a result of rural surveying works, such as land consolidation, afforestation, reclamation, improvement and divisions. Execution of those procedures must be based on modern methods for performing specialist studies, concerning, e.g. soil, physiographical, social, economic or ownership conditions, with the use of digital spatial data and methods for their processing. Those analyses will be based on cadastral data concerning the ownership and usage status, and the data quality and completeness will determine the decisions undertaken with regard to implementation of specific procedures in a given area. ...

ANALYSIS OF THE POSTWAR WORKS OF LAND CONSOLIDATION IN THE VILLAGES OF THE LEŻAJSK DISTRICT IN CHRONOLOGICAL ORDER, AND CADASTRE BUILDING IN POLAND

The article raised the subject of the analysis of land consolidation works in the years 1945-2013. The authors present in selected time intervals, the results of Land consolidation in the Leżajsk District (in the Podkarpackie Voivodeship). The study area is located on the territory of the lands historically belonging to the Austrian partition, under the influence of the principles of Austrian cadastre. These problems are described in the compilation with the changes in the law on setting up, maintaining and modernizing the Land and Buildings Registry (EGiB) in postwar Poland. The works of land consolidation are important in the process of creation of the real estate cadastre. Under current regulations the role of cadastre of real estate in Poland plays EGiB. This cadastre however has several flaws, and as a cadastral system of European standards, should constitute the backbone of a functioning real estate management and be the basis for legal, fiscal and planning actions of the state. In each of these aspects of the real estate economy important role play the configuration of borders, optimization of the shape and surface of the land and regulated legal status of the land. In the opinion of the authors land consolidation ...

THE NECESSITY TO KEEP LAND AND PROPERTY REGISTERS IN AN ACTIVE MANNER

The Land and Property Register (LPR) also called the Cadastre by the legislator should function in accordance with regulations in force, meet expectations of the public and provide universal access to Register data for its users. Beyond any doubt, credibility and usefulness of data in this public register are affected by the manner it is kept, which generally includes active and passive approach. If the LPR is kept in an active manner and constantly up to date, its data is very useful. Passive methods of keeping the LPR render record data irreversibly out of date and unreliable. The principal purpose of the paper is to assess the quality of data of a Land and Property Register and indicate that active keeping of the register is vital from the point of view of a prospective user and recipient of its data. The analysis involved data for the Michałowice commune, Małopolskie Voivodeship. Moreover, the paper suggests and presents a method that may improve validity of this public register. ...

THE ROLE OF THE COMPREHENSIVE LAND CONSOLIDATION AND EXCHANGE WORKS IN THE PROCESS OF MODERNIZATION OF REAL ESTATE CADASTRE IN POLAND

The aim of this publication is to indicate the need for a comprehensive land consolidation and exchange works in the Małopolskie voivodship, to accelerate or supplement the modernization of EGiB. The study area is characterized by large faultiness in terms of the spatial structure of rural areas. Because the most of the plots in the area have an unfavourable geometric structure. They are scattered and fragmented, and their use is associated with obsolete technology in agricultural works, what is a major impediment in the process of rational management. In the process of modernization of land and building registry the measures to improve the spatial structure of land are not included. Procedures of modernization seem to be right only for the area covered by the influence of the Prussian cadastre. In the lands affected by the Austro-Hungarian cadastre (in the voivodeship of Malopolska) and the former Russian occupation zone (where practically cadastre did not exist) it should consider the possibility of replacing the modernization with the cadastral consolidations. Can the process of consolidation in the specified area of research be an alternative or support for the modernization process of EGiB towards the creation of full value Real Estate Cadastre in Poland? ...

ANALYSIS OF CLASS-LAND USE SYMBOLS INCONSISTENCIES WITH THE CONCEPTUAL CADASTRAL DATA MODEL SPECIFICATION

At present, while developing Integrated Real Estate Information System, as well as in the light of the need to implement the INSPIRE directive and the need of interoperability and harmonization of spatial data, it is extremely important in Poland to keep up-to-data cadastral data which maintains in accordance with the conceptual cadastral data model specification. Particular cadastral data are those on land use and classification contours, including class-land use (intersection of the land use and classification contour within the limits of the parcel of land). The paper aims to analyze the inconsistencies between the symbols of class-land use (attribute OKU in the cadastral database) and the conceptual cadastral data model specification. The research was carried out on the basis of cadastral databases for selected rural test objects in the EWMAPA software. The most frequent types of inconsistencies were indicated based on the research. The results of the study were confronted with the existing legal provisions, in order to indicate factors affecting the existence of the analyzed discrepancies in the cadastral database. Changes in legal regulations allowing to eliminate the most common inconsistencies were proposed. ...
