Analysis of the hierarchy system of planning and spatial development in-dicates that its inconsistency is one of the reasons for breach of the principles of sustainable development and the depreciation of landscape values in Poland. Lack of fair balancing area's needs, especially based on demographic projections, stimulates inadequate management of land, especially in studies of conditions and directions of spatial development and in use plans.
