Rural development is going in the direction of multifunctionality. Areas lo-cated within the impact of the great and big cities are eminently suited. They have already become the scene of dynamic changes from a dozen years. This transfor-mation causes both positive and negative effects.The most important positive effects may include: improving the demographic structure of the population of areas, differentiation of jobs, increase of the mu-nicipalities budget, development of technical and social infrastructure. The most blatant negative effects include: transformation in the social, spatial and environ-mental sphere (especially impoverishment of environmental resources). Negative effects are expressed in the increase of social and spatial conflicts and they are a result of disturbances in the existing social and spatial order, harmony between a man and the environment. ...
Dynamic development of some rural areas creates the necessity to look for tools of its "regulation". Existing planning and strategic tools should be complemented with spatial capacity indicators. The goal of establishing those indicators is assurance of non-deterioration of rural environment conditions, and in the areas of natural value the state of natural environment. They may be helpful in implementation of the idea of sustainable development in rural areas. The possibility of adequate indices assignment depends on long-term systematic and complex data collection in order to follow changes, examine dependencies between indices and find existing regularities. Designation of indices on the basis of analysis of widely available statistic data in not entirely possible. This article describes the results of the statistical analysis of the various forms of land use in the Wroclaw Functional Area. The purpose of this research was to compare the structure of land use in the communities of Wroclaw Functional Area, recognize the changes and the impact of distance from the borders of Wroclaw on that changes. It has been analyzed the land use in rural and urban - rural communities in the years 2012 - 2014. Wroclaw Functional Area is characterized by a wide variety of occurring changes. The biggest transformations relate to the municipalities located in the nearest vicinity of Wroclaw. The exceptions are the communes Wisznia Mala and Oborniki Slaskie. A significant decrease in the agricultural area was recorded in the communes of Dlugoleka and Kobierzyce. In the planning of the development of the Wroclaw Functional Area one should aim to increase the efficiency of the use of already urbanized areas. For years the development of rural areas has aimed at multifunctionality, which is approached as a remedy for low development level and the weakness of Polish agriculture. However, the implementation of program assumptions depends on many factors, just like the pace and direction of changes which differentiate the particular areas of Poland. The intensification of changes occurs in the influence zone of large cities, where, to a large extent, non-agricultural economic functions and residential buildings of a specific urban nature appear. The objective of the study is to compare and evaluate changes occurring in the suburban municipalities of Wroclaw, in terms of their multifunctionality. The indicator method was used to compare the values of indices in time and space of nine suburban Wroclaw municipalities. The Central Statistical Office resources represent the data source, the analyses cover the years 1995 - 2015. The research was divided into demographic, spatial and economic aspects. All analysed municipalities are characterized by the significant dynamics of transformations. The similar tendencies of change are observed, however, their range and rate are diversified. In 2015, in another amendment to the Act on Spatial Planning and Development a provision was introduced about the need to perform balancing of the area for development. One of the balancing components is to estimate the capacity of two types of areas: the first are characterized by a fully developed compact functional and spatial structure, whereas the second are intended for development in local plans. Capacity is understood as the ability to locate new buildings in these areas. Such approach brings down the discussed aspect to the local scale. The article proposes an innovative approach to the capacity problem of sub-regional areas, i.e. functional areas of urban regional centres. The thesis was adopted that effective management of these areas'development imposes the presentation of capacity problems in a supra-local scale. The purpose of the study is to present the method (based on the set of indicators) used to construct the initial characteristics of municipalities included in the functional area, as a basis for estimating the capacity of particular areas. In accordance with the integrated territorial approach, the urban functional areas of regionalcentres require a coherent, comprehensive and coordinated development policy. Currently, there are neither legal nor organizational regulations in Poland solving the problem of multi-level management. In such situation the coordinating role can be attributed to spatial planning in both regional and sub-regional scale. One of its elements is the real capacity assessmentof the land planned for development.The article presents the method of analyses being the basis for estimating area capacity in the urban functional area of Wroclaw.The conducted analyses covered 25 rural and urban-rural municipalities, and as the reference areas the municipalities of Oława, Oleśnica and the core area i.e.Wrocław. It was adoptedthat the generally available statistical data will be used in the analyses and on this basis a set of indicators, divided into spatial, demographic and environmental criteria, was proposed.
