Model of cadastre system based on object oriented analysis

Model of ground cadastre in Poland was taken under analysis in this paper. Roles and graphical notation of Object Oriented Analysis was used to model ground cadastre. That model consists of four layers of different abstraction: sub-jects, objects and classes, structures, attributes. Utilization of RTK GPS technique in the work of surveying related to the qualification of flood damage

GPS System created in the 1970s through satisfactory precision, becomes a convenient measurement tool. Use of GPS instruments gives a benefit in the form of comfort work and shorten the time of surveyor work. Thanks to satellite, in con-venient terrain condition it is no longer needed the establishment of new control points and the use of tacheometer. In this publication an example of the use RTK technique in determination of damages cansed by flood was presented. Object test bench is destroyed by flood in May of 2010, ring road of Ropczyce city. The inventory of flood damage in this case have been used precision instruments GPS Leica, GPS 1200 and GNSS Leica SmartRover 1200 GS09. The methodology of work with inventory adjustments was to use two different ways, depending on the nature of the loss, described in detail in section 3. As a result of the measurements obtained coordinates for spatial point, de-termining the location and shape of the losses in revetments and scarps. Impact of the effects of artificial electromagnetic field on measurement results of GEODESIC obtained in RTK technique

In the paper author take into consideration the impact of electromagnetic field to the results of geodetic measurements using the techniques of satellite data acquisition. This publication is the first of the articles thematically related to this issue, which will be published in the near future by the author.The measurements were made in close proximity of overhead line electrifi-cation of the high and medium voltage. In connection with the activity of this line (power flow) - certainly it can be concluded that the studies were carried out in the scope of action of a strong stream of electromagnetic field. The work of the field have been preceded by reconnaissance, which consisted of a number of operations aimed at the selection of the optimal space measuring base assumptions. To measure the tacheometer of database uses the following instruments: Topcon GTS 211D and South NTS 325. Observation satellite method of RTK, were made possi-ble by the set measurement company Topcon in composition, which included a GPS receiver GR-3. Examination of dependences between the difference in the cadastral and recorded space and its value determined on the basis of average transaction prices – based on the example of selected cadastral units of the city of Krakow

This article is the continuation of issues tackled in [Mika, Siejka 2012], devoted to the examination of dependences between the difference in the cadastral and recorded space and its value determined on the basis of average transaction prices based on the example of selected cadastral units of the city of Krakow (Krowodrza, Nowa Huta). In this case, the discussed units are Podgórze and Śródmieście. The paper presents relations between the difference in the space of a given plot and the difference in the value of the same plot. Percentage differences in the spaces of plots adopted in synchronisation lists seem unjustified with reference to the values of the plots in question, according to the criterion of equivalence used so far. In practice, arbitrarily adopted criteria of equivalence of the systems are used, yet there are ambiguities as to the legal and technical origin of these criteria. We are not aware of the regulation they stem from.The analysed data covered differences in space taken from land and building register documents. Information from more than 1100 randomly selected equivalents was used. Examination of the digitization of data and use of cadastral maps degree in land and buildings cadaster in the selected district in podkarpackie voivodship

The subject of the elaboration is an analysis of cadastral data in the graphic part of the cadaster register of land and buildings (EGiB) in the Strzyżów district. The study area includes five register units (communes): Strzyżów, Frysztak, Niebylec, Czudec, Cherry. In total, this represents a 63 cadastral precincts. The study includes cadastral maps located in the resources of the District Documentation Centre of Geodesy and Cartography in Strzyżów. The study was performed basing on the classification of cartographic materials made available for work (Markowska, 2013) in the form of (analog, digital, numeric maps) and scale, date and technique of realisation.The main objective of this paper is to examine the degree of utilization of cadastral maps in EGiB in the abovementioned area in the surveying works. In addition, the paper evaluates the level of modernization and digitization resource EGiB, in order to verify the objectives of the LPIS project carried out by ARiMR. Dynamics of the shoreline of a mountainous river in terms of updating the registry map – case study

The article presents the problem of inconsistencies of the lande borders under flowing waters and the shoreline of the river. It presents data register, containing information on the plots under the waters. These include the following databases: cadastral, topographic and administrative. Measurements of the course of the shoreline of one of the mountainous rivers showed large discrepancies between borders of land under the waters and the shoreline of the river. Changes in time and space of the shoreline of the river were determined on the basis of the long term cyclical location and height measurements. The paper aims to show the need of updating cadastral databases related to the borders of land under the flowing waters due to the change of the course of the rivers shoreline. Do cadastral maps always faithfully reflect the course of the border line of this type of objects? How often should they be updated? ANALYSIS OF THE POSTWAR WORKS OF LAND CONSOLIDATION IN THE VILLAGES OF THE LEŻAJSK DISTRICT IN CHRONOLOGICAL ORDER, AND CADASTRE BUILDING IN POLAND

The article raised the subject of the analysis of land consolidation works in the years 1945-2013. The authors present in selected time intervals, the results of Land consolidation in the Leżajsk District (in the Podkarpackie Voivodeship). The study area is located on the territory of the lands historically belonging to the Austrian partition, under the influence of the principles of Austrian cadastre. These problems are described in the compilation with the changes in the law on setting up, maintaining and modernizing the Land and Buildings Registry (EGiB) in postwar Poland. The works of land consolidation are important in the process of creation of the real estate cadastre. Under current regulations the role of cadastre of real estate in Poland plays EGiB. This cadastre however has several flaws, and as a cadastral system of European standards, should constitute the backbone of a functioning real estate management and be the basis for legal, fiscal and planning actions of the state. THE SIZE OF LAND BY NON-RESIDENTS AND THE POSSIBILITY OF LIQUIDATION ON THE EXAMPLE OF THE VILLAGE MUNICIPALITY SŁAWNO, OPOCZNO COUNTY, STATE ŁÓDŹ

The article presents the size of the land being in checkerboard of land in the villages of the municipality Sławno, located in central Poland, Lodz province. The analysis included the surface, the number of parcels and the number of owners. The study was performed by checkerboard array capable of identifying the prevalence of land by non-residents and local residents. Such an approach allows the determination of the exchange of land between them and their liquidation in the process of land consolidation works. The genesis of the phenomenon checkerboard of land is closely linked to historical facts. As a result of the acquisition method of recording the factual and legal land from invaders countries, in the late nineteenth century, in the cadastre Polish notes to this day many inaccuracies. Some of them are the result of differences in the definitions of cadastral objects under Austrian rule, Prussian and Russian and specific rights of inheritance of land. THE ROLE OF THE COMPREHENSIVE LAND CONSOLIDATION AND EXCHANGE WORKS IN THE PROCESS OF MODERNIZATION OF REAL ESTATE CADASTRE IN POLAND

The aim of this publication is to indicate the need for a comprehensive land consolidation and exchange works in the Małopolskie voivodship, to accelerate or supplement the modernization of EGiB. The study area is characterized by large faultiness in terms of the spatial structure of rural areas. Because the most of the plots in the area have an unfavourable geometric structure. They are scattered and fragmented, and their use is associated with obsolete technology in agricultural works, what is a major impediment in the process of rational management. In the process of modernization of land and building registry the measures to improve the spatial structure of land are not included. Procedures of modernization seem to be right only for the area covered by the influence of the Prussian cadastre. In the lands affected by the Austro-Hungarian cadastre (in the voivodeship of Malopolska) and the former Russian occupation zone (where practically cadastre did not exist) it should consider the possibility of replacing the modernization with the cadastral consolidations. EXAMINATION OF THE CONFORMITY OF REGISTRY DATA BEFORE AND AFTER THE MODERNIZATION WITH THE ACTUAL STATE IN THE FIELD

The legal basis for the modernization of the land and building registry is the Act of 17 May 1989 Geodetic and Cartographic Law, which determines how the procedure of update and modification of data, to the form which is in accordance with applicable regulations, is carried out. Maintaining of the proper degree of timeliness and reliability of the registry data is important because of the prospect of integration with the Databases of Topographic Objects (BDOT) and Geodetic Registry of Infrastructural Network (GESUT), in the project of construction of the Real Estate Integrated Information System (ZSIN). Analysis of discrepancies of data describing plots (properties) on example of selected cadastral district

In the paper the attempt is made to estimate the volume of the apparition of desriptive data discrepancies concerning plot (property) in selected cadastral dis-trict. In Poland data concerning plots (properties) are published in two basic public registers, which are kept by public administrative powers. Namely Mortgage Register - Księgi Wieczyste (KW) and Land and Buildings Cadastre - Ewidencja Gruntów i Budynków (EGiB). The aim of Mortgage Register is to register subjects of the register (persons) rights to the register objects (properties). On the other hand the essence of the Land and Buildings Cadastre keeping is to collect information concerning spatial location of the objects, geometry and descriptive information. A certain range of information is doubled in both registers. One can say that EGiB and KW complement one another. The practice shows that, the system of information exchange between the two system is imperfect. Ranking destination areas for land consolidation works, due to the size checkerboard land on the example of Sławno

The aim of this paper was to analyze the extent of checkerboard land in order to determine the priority ranking of areas intended for land consolidation works, in the municipality Sławno, in the Lodz region. A prerequisite to qualify the village for land consolidation, according to the Law of 26 March 1982 year by merging and exchange of land (Dz. U. z 2003r. Nr 178 pos. 1749 as amended), Is to collect more than 50% of signatures owners. On the other hand guiding principle for the qualification of the village to merge, within the framework of the program, the highest percentage of owners of acceding to this step. Methodology of interactive map creation for the part of mountain trails in Silesian Beskid

Tourist maps play very important role in mountaineering. They enable the tourist to orientate in surrounding space, giving the information not only con-cerning location, but also existing tourist infrastructure. Until recently tourist maps existed only in paper form, however nowadays with the use of digital car-tography interactive tourist maps become more and more popular. The paper presents the methodology of creation of an interactive map for the part of Silesian Beskid. The map contains information about mountain lodges, peaks, mountain trails, and additional attractions. An additional element of the map is the Digital Terrain Model and animation enabling virtual flight over selected part of the trail. The map has been created on the basis of ground survey, background maps downloaded from Geoportal, instructions and technical directives in force, and also literature connected with GPS and land surveying. Modernization of land and buildings registry under mandatory legal regulations

Land and buildings registry, according to the current rules in Poland, acts as a real estate cadastre. As a public register, is subjected to the current and periodic modernization. The aim of the modernization is to improve the quality of the collected data. The most satisfactory results in the process of modernization are obtained on the basis of geodetic field measurements. Photogrammetric measurements are a more economical solution, but their use carries a risk of failure in meeting the criteria of accuracy positions of border points. This paper represents a case study on the effects of the process of modernization of the land and building registry for areas where the source material are registry maps in the scale of 1: 2000, created on the basis of photomaps, or cadastral maps in the scale of 1: 2880. Cadastral land consolidation in the process of cadaster modernization in Poland

The modern trend of cadaster development in Poland is to create the Integrated Properties Information System (IPIS), a system for communicate with each included public registers. The basis of this system is the land and buildings register, which for the proper functioning needs to meet the conditions laid down in the law of geodetic and cartographic and also needs to provide reference data to other systems. Currently, the basic geodetic procedures - regulations having a direct impact on improving the quality of cadastral data in a comprehensive way is the modernization of the cadaster and land consolidation. The two above-mentioned geodetic procedures - regulations are decidedly different, they share only a common effect which is modernized cadaster, which is the operating condition of IPIS. The aim of the study is to demonstrate the superiority of cadastral effects of land consolidation on the effects of cadaster modernization, and to prove that the introduction of new cadastral administrative procedures named the "cadastral land consolidation" may be an alternative to the process of cadaster modernization towards to create a full value cadaster in Poland, especially in regard to rural communities.
