Spatial planning in Poland undergoes constant changes due to the activity of the legislative body. These changes to a varying extent affect the activity of local authorities of rural gminas in the scope of spatial planning. The diversity in rural gminas is especially noticed in the application of land-use plans, and consequently also the planning permissions. Similarly, this diversity concerns changing the status of farmland from agricultural to residential and deforestation of agricultural and forest land. These factors are the elements forming the level of spatial planning culture that results from the regulations forming the spatial planning system. The equivalent element that forms the spatial planning culture is use of tools available by law, taking into consideration their gradation due to their complexity. These assumptions allowed for using the Central Statistical Office's resources to form indexes related to the area of spatial planning. These indexes became the component parts involved in the construction of Hellwig's synthetic measures of development. The article is discussing about the communication availability of rural gminas in metropolitan areas. The survey includes analysis of the communication availability in Łódź Metropolitan Area. The communication availability of these local governments lets them to build the their competitiveness. The article is also presenting the level of socio-economic development of rural gminas of Łódź Met-ropolitan Area. The growth indicator was created with the taxonomical measure of development proposed by Hellwig. This method allows for lining local units up using the presented level of development. The next step is creating rankings of this measure which can be subject of in-depth analysis. According to assumptions of UE programs rural areas should develop as a whole multifunctional area. The infrastructure and multifunctional development affect on attraction of rural areas particularly in metropolitan areas. It refers both the communication availability of the gmina and providing with the appropriate service quality for local community. It must be combined with the widely comprehended technical infrastructure and institutional infrastructure. Article is drawing issues of managing the space in rural areas that are ex-posed to the influence of urban centres. Studies include rural and urban-rural gmians in Łódź Metropolitan Area. Article highlights the important role of local planning in preventing negative effects of urban sprawl. One of the problem is the pressure on rural areas by uncontrolled migration which should enforce the deci-sions of local authorities about creating local plans, allowing for better control of using the space.The starting point for analyses are carried out research commissioned by the Ministry of Infrastructure. Studies lead to the conclusion that the area of local plans is growing in rural areas of ŁMA. Article allows to determine a state of works on new local plans in gminas covered by the surveys.

The rural development is based on assumptions of the multifunctional de-velopment of the local unit. This is particularly important in gminas which so far were regarded as local unit characterized by agricultural functions. Changes taking place in rural areas lead to the conclusion that it is necessary to introduce new functions in these areas. Investments conducted on the rural area are the element associated with the idea of the multifunctional development. These investments are related to the spatial planning system functioning in Poland in which gminas plays an important role. In these units of administrative division a study of conditions and directions of spatial development, land-use plans and planning permissions are tools of the spatial politics. The article is based on analysis of the planning permissions issued by Sierpc gminas authorities in the years 2006 - 2011. The case study of Sierpc became the basis to identify areas which are subject to the greatest investment pressure. The goal of article was to determine the character of the planning permissions including housing, outbuildings and commercial and retail buildings. Analysis also allowed for formulate conclusions in the need to develop land-use plans in areas about the greatest investment pressure. ...
The article presents the issue of the accomplishment of records of law in the scope of spatial planning by local authorities. Communes that draw up land-use plans are obliged to publish these documents on the offices' websites. In the era of the development of information society, it is a crucial element that allows for an increase in the availability of local law for local actors who more than once use the Internet to get acquainted with the spatial policy of a commune. Rural communes are characterized by lower possibilities in the scope of the use of new technologies both as for the availability and the personnel and limited budget. Opportunities in this scope are based on the use of promotional-informational sites, Public Information Bulletin and geoportals to share local documents with the society.The outcomes of the presented research are promising since communes often resign from the obligation to publish land-use plans on websites. Among the units that decide to place plans on the web portals it is not always connected with posting all the documents that are existed in a commune.
