The aim of the conducted research was the analysis of the functional transformations of the rural and urban-rural communes in the Sudeten. In the project were indicated the functions of the communes in 1996 and 2005 with the use of the criterion of delimitation taking into account the structure of economy, degree of industrialization and the degree of tourist management. Consideration of the landscape and holiday advantages with the delimitation of commune types depending on economy structure and the degree of industralization allowed to distinguish eight types of communes with highlighting their function. The performed research proved that in 2005 in Sudeten there practically were not any agricultural communes, what was connected with the low quality of agricultural production space of the soils in the mountain areas of the Sudeten. One can say that the changes proceed in the positive direction, and the communes with the dominant agricultural function in 1996 changed in respect of the function into industrial communes in 2005. The research presented shows the conditions of agricultural production in the rural areas of Lower Silesia seen from the angle of chosen features character-istic for the functioning of agriculture and arable farming. The research covered 133 rural and rural-urban districts in dolnoslaskie voivodeship. To achieve the goal intended for this research the following features were used: soil, size struc-ture of farms, population which has their own source of income from their farms of 100 ha of farmlands, the tax on agricultural activities. The research has con-firmed a great influence of usefulness of fertile soil on the farming situation in the region. A departure from this rule is observed in the area of influence of Wroclaw agglomeration, where, despite the high quality of farmlands the share of popula-tion which is supported by farming (a plot of farmland) expressed in 100ha is relatively low. ...
Constant increase of number of tourists, development of tourist accommo-dation and services in the village of Białka result in an increased anthropopression on areas which have so far not been developed and which are characterised by high natural values. Spatial policy of the communes is an important element in the crea-tion of sustainable development. The authorities of the commune of Bukowina Tatrzańska struggle with investors who want to introduce changes to the spatial policy. New areas meant for investment include large areas of agricultural land as well as of forest areas.

According to law regulations about communal council (government), public roads, streets, bridges, squares and road traffic are the duty of the commune as own tasks of commune . Village-mayor (mayor, city president) is an administrator (manager) of communal roads. Passing roads to proper category of municipal roads is followed by resolution of municipal council after consultation with apro-priate district administration. Communal roads construction and communal roads maintenance imply large costs which charge the budget of commune. Costs related with communal roads are such as those associated with land of public transport overtaking (overtaking for compensation), construction of road and maintenance of road (e.g. pavement repair, snow removal, etc.).Parcels allocated for new public roads or for widening existing public roads become (according to law regulations) public bodies properties [with the date on which decision of property division became final or with the date of entry into force of the resolution of municipal council of land consolidation and division]. This article presents the possibilities of using computer scanning to design a location for a sewage treatment plan taking into account its impact on the landscape. The activities undertaken could constitute a part of the proceedings carried out in performing environmental impact assessments. Completion of the goal requires literary studies and the analysis of interdisciplinary studies, including planning, land and academic research. The research has been divided into several parts, of which the first one concerns, among other things, the analysis of the value of the natural environment in a given area and analysis of the planning documents in place. The land research consists of scanning the area for the sewage treatment plant using the 3D method. The study aims at presenting the spatial policy of communes located along the course of the river Bystrzyca in the Wrocław district, with regard to the protec-tion of the environmental values of the watercourse. The documents analysed in-clude the studies of determinants and directions for the spatial management applied in the Mietków, Kąty Wrocławskie and Sobótka communes. The articles were studied with regard to identifying the values of the natural environment with special emphasis on water resources, protecting the aquatic environment, and further directions for water protection. The purpose of this work is to show issues of land development of inactive railway lines based on „O" line connecting Wołów - Lubiąż. Studies included: existing development state recognition of inactive railway line, defining planned land development purpose in accordance with management plan regulations in force and indicating possibilities to implement planned investments.Lower Silesia is the area with the biggest concentration of railway lines in the country. The beginning of Lower Silesia Railways is dated back to second half of XIX century. Real growth of railways took place at the beginning of XX century, unfortunately due to World War II operations many routes were cancelled. Most of dismantled railway lines have never been rebuilt and the only evidence of their existence are embankments, buildings and engineered facilities. Railway line connecting Wołów - Lubiąż also destroyed during the war was started again in 1950 and after 11 years all passenger traffic was stopped on this route. The aim of this work is to show the possibilities of using laser scanner in ecosystems preservation on the stage of making spatial planning decisions. The laser technique of automatic measurement enabled us to get measurable and fully objective spot elevation model very quickly. Received scan was converted into spatial model by adding texture and later on merging increments of development in their natural surroundings. The visualization created can be very helpful when choosing the best option of land development; moreover, it can help protecting the land from investments leaving it in its original shape. For the purpose of the research supporting ecosystems preservation, two chosen objects, located in Sobótka (Sobótka commune) and Maniów Mały (Mietków commune), were diagnosed. Field investigations were conducted in the years 2011-2012. It was concluded that the afforestation of one of the investigated area according to the existing regional policy would block the view on the Zbiornik Mietkowski dam coping. ...
