Infrastructure is the basis of economic activities both in urban and in ruralareas. It is also one of main conditions for improving quality of life. Among itsmost important elements are: water delivery system, as well as sewage treatmentnetwork and sewage treatment plants. These devices should create one compositetechno-economical system. Non-integrated water delivery contributes to biggerwaste of water, and without connection to integrated sewage treatment systems, itcan be a serious threat to the environmentIn Poland, and in rural areas particularly, this situation is highly unsatisfactory. In 2007, share of population connected to water network in rural areas was73.3%, while for sewage network is was only 21.3%. In many communes, thisshare was even less than 10%. One can mention a few reasons of this state, mainly: lack of sufficient investment for 40 years after the 2nd World War, bigwater deficit in rural areas (brought about by droughts and thus, big reduction ordecline of water level in shallow homestead wells, being a main water source), bigdispersion of rural settlements in the country, limiting economies of scaleachievement, and lack of resources available for local authorities. The latter, having not enough resources for infrastructure development, made a decisions to concentrate on water system firstly, while more costly wastemanagement was ...
There is a widespread and increasing interest in public-private partnership (PPP) in Poland as a mean of implementing public investment projects, resulting from the fact that the funds that are available to local governments, or EU funding, are not sufficient to meet all the investment needs. In the paper a comparative analysis of the size and structure of the public-private partnerships in the EU countries, with a particular focus on the Polish market is presented. Possibilities of investments based on public-private partnerships on rural areas are specified. The paper examines the recent trends in the PPP's market and describes how these changes and development may affect the infrastructural improvement on rural areas.

Implementation of infrastructural investments is a key factor contributing to the development potential of a region. The current law in force, regulating the implementation of infrastructural public purpose investments, simplifies the actions leading to terrain acquisition for road investments. The research shows a significant dependence between access to public roads and demand for storage facilities. From an entrepreneur's point of view, the necessary condition for further development is implementation of infrastructural investments. Locating the investments in the vicinity of traffic routes is a strategic decision, closely related to the field of business. Too long distances combined with poor condition of road infrastructure generate additional transport costs. This fact is directly reflected in the limited economic and development potential of particular regions. In the studied case, the theoretical value of statistics (27.868) is almost a half of the calculated value (54.27). Therefore, the null hypothesis is rejected. Calculations carried out at assumed significance level α = 0.0005, clearly prove, that there is a close correlation between the size of the company, and the choice of the location of the additional storage space with regard to access to infrastructure such as public roads. The carried out analysis confirms the fact, that the enterprise size ...
